Bill Essayli, the acting U.S. Attorney for the Central District of California, has declared that a federal judge’s contentious ruling aimed at halting immigration enforcement operations in the Los Angeles area will not change the strategies employed by U.S. Immigration and Customs Enforcement (ICE).

On Friday evening, a federal judge in Los Angeles issued a broad temporary restraining order (TRO) against ICE, asserting that the agency “likely violated” constitutional protections through its immigration enforcement practices in California.

In a comprehensive 53-page order released on Friday, U.S. District Judge Maame Ewusi-Mensah Frimpong, appointed by President Biden, prohibited agents from conducting investigative stops in the Central District of California unless they possess “reasonable suspicion” that an individual is unlawfully present in the country. The judge’s order explicitly prohibits agents from basing their suspicion solely on race or ethnicity, the presence of an accent in Spanish or English, geographical location, or the nature of employment, referencing the Fourth Amendment.

Additionally, the order mandates that ICE maintain and provide detailed records of each stop along with the agents’ justifications for them, create official guidelines for establishing “reasonable suspicion,” and implement compulsory training for agents.

There is a prevailing belief that the Trump administration is likely to contest the ruling, considering its potential to significantly impede immigration enforcement initiatives. Legal analysts indicate that the case may ultimately be brought before the Supreme Court, where the equilibrium between federal immigration authority and individual rights could be further elucidated.

In reaction to the ruling, Essayli remarked that Frimpong’s decision will not influence the manner in which ICE executes its operations in the central district.

“We strongly disagree with the claims made in the lawsuit and assert that our agents have never detained individuals without appropriate legal justification,” he stated. “Our federal agents will persist in enforcing the law and adhering to the U.S. Constitution.”

Los Angeles Mayor Karen Bass, who faces the threat of prosecution from the Trump Administration should she intensify her attempts to interfere with federal immigration law, commended Frimpong’s decision in her own statement. “Today, the Court ruled in favor of the United States Constitution, American values, and decency — this marks a significant step towards restoring safety, security, and upholding the rights of all Angelenos,” Bass stated.

“Los Angeles has been under siege by the Trump Administration as masked individuals abduct people from the streets, pursue working individuals through parking lots, and march through children’s summer camps. We took legal action against the administration because we will never accept these outrageous and un-American actions as the norm,” she added.

In a conversation with Fox News, Essayli indicated that Bass and other Democratic leaders are fostering an environment that has resulted in an unprecedented increase in assaults on federal agents. Just this week, a man discharged a firearm at federal agents in Ventura County, California, while 11 individuals were indicted in North Texas for their involvement in an ambush-style attack on an ICE facility.

“You have politicians in California who are openly antagonistic towards the federal government. We are fulfilling our responsibilities. We are enforcing federal immigration laws as established by Congress. If Karen Bass disagreed with the law, she should have amended it during her time in Congress,” Essayli remarked.

“However, what she is doing is signaling to the public that it is acceptable to confront federal agents, to obstruct them, and, in some instances, to attack them. Therefore, we will not be dissuaded. This is the reason the military is present. It is essential that we have military support to protect our agents,” he continued. “And to Ms. Bass, we will not be intimidated, nor will we be deterred from fulfilling our mission.”
